Legislation That Relates to Commercial Vehicle Testing

Coming into force in 2012, the RSA Commercial Vehicle Roadworthiness (CVR) Act 2012 is a legal framework covering the requirements a person must meet when working as an authorised commercial vehicle roadworthiness tester or operator. 

  • S.I. No. 475 of 2022 Authorisation of Commercial Vehicle Roadworthiness Test Operators and Testers (Amendment) Regulations 2022

S.I.No. 475 of 2022 Authorisation of Commercial Vehicle Roadworthiness Test Operators and Testers and relates to the authorisation of CVR test operators, the fees and application process, qualifications & training requirements and suspension/revocation of authorisations. 

  • S.I. No. 414 of 2017​ Authorisation of Commercial Vehicle Roadworthiness Test Operators and Testers (Amendment) Regulations

Introduced in 2018, S.I. No. 414 of 2017​ Authorisation of Commercial Vehicle Roadworthiness Test Operators and Testers (Amendment) Regulations covers provisions relating to the addition of a new CVR Vehicle Type for Fast Tractors, updates as regards tester qualification requirements, and updates to conditions of authorisation. 

  • SI No 347 of 2013 Commercial Vehicle Roadworthiness (Vehicle Testing)) No. 2) Regulations 2013

In place since 2013, SI No 347 of 2013 Commercial Vehicle Roadworthiness (Vehicle Testing)) No. 2) Regulations 2013 introduced changes to test administration facilitated by CoVIS, such as central issuing of the CRW, removing the requirement for presenting Vehicle Registration Documents at the test, printing odometer readings, presenter ID and so forth.  

From May 2018, S.I. 117 of the 2018 Commercial Vehicle Testing Amendment Regulations relates to testing of Fast Tractors, test frequency of vintage vehicles, test due dates for imported/converted vehicles, recognition of CRWs issued by other EU member states and test results of Pass with Minor Deficiencies.
